Three Referendums on
Wisconsin’s November Ballot
Vote YES on All Three
Wisconsin voters will see three proposed amendments to the Wisconsin Constitution on the November 3, 2026 General Election ballot.
The Republican Party of Sheboygan County encourages voters to vote YES on all three referendum questions.
Here’s what you’ll see on your ballot — and what each question means.
QUESTION 1 — PARTIAL VETO
Official ballot question:
Partial veto. Shall section 10 (1) (c) of article V of the constitution be amended to prohibit the governor, in exercising his or her partial veto authority, from creating or increasing or authorizing the creation or increase of any tax or fee?
What a YES vote means:
A YES vote would amend the Wisconsin Constitution to prohibit the governor from using the partial veto to create or increase a tax or fee, or to authorize the creation or increase of one.
RPSC recommends: VOTE YES.
QUESTION 2 — PLACES OF WORSHIP
Official ballot question:
Freedom to gather in places of worship during an emergency. Shall section 18 of article I of the constitution, which deals with religious liberty, be amended to prohibit the state or a political subdivision of the state from ordering the closure of, or forbidding gatherings in, places of worship in response to a state of emergency, including a public health emergency?
What a YES vote means:
A YES vote would protect gatherings at places of worship from being ordered closed by state or local government in response to an emergency, including a public health emergency.
RPSC recommends: VOTE YES.
QUESTION 3 — EQUAL TREATMENT
Official ballot question:
Governmental entity discrimination prohibited. Shall section 27 of article I of the constitution be created to prohibit governmental entities in the state from discriminating against, or granting preferential treatment to, any individual or group on the basis of race, sex, color, ethnicity, or national origin in public employment, public education, public contracting, or public administration?
What a YES vote means:
A YES vote would prohibit Wisconsin governmental entities from discriminating against or granting preferential treatment based on race, sex, color, ethnicity, or national origin in public employment, public education, public contracting, or public administration.
RPSC recommends: VOTE YES.

These questions will appear on a busy November ballot, so take some time before Election Day to understand them — and remember to continue through your ballot to the referendum questions.
Election Day is Tuesday, November 3, 2026. Polls are open from 7:00 a.m. to 8:00 p.m.
